Workshop: Cyber Security & Digital Radio Protecting Mission-Critical Communications
9.00 am – 12.30 pm

This three-hour workshop explores the cyber security challenges facing modern mission-critical radio and communications systems. Participants will examine risks associated with P25, DMR, TETRA, IP networks, Radio over IP, dispatch systems, remote access and third-party connectivity. The workshop will cover network segmentation, secure access, authentication, patching, vulnerability management, monitoring, resilience and incident response. Particular emphasis will be placed on balancing cyber security with the operational requirement for highly available communications. Practical examples and scenarios will demonstrate how radio engineering, ICT, operational technology and cyber security must work together to protect critical communications infrastructure and maintain service during cyber incidents.

Workshop: Radio Spectrum Management – The State of Play

This extended session will give attendees an overview of the latest ACMA spectrum developments, licensing changes and emerging areas of interest for radio system planners and licence managers.

- 1.8 / 2.1 GHz — Public Mobile Telecommunications Service (PTS/PMTS)
- 3.4 / 3.8 GHz — developments across remote, rural, regional and metropolitan areas
- Spectrum Licences — and device registration procedures
- ACMA regulatory update — and emerging regulatory arrangements
The workshop is aimed at anyone involved in the planning, licensing or management of radio systems in Australia, particularly those responsible for the radio licences supporting network operations.

Presenter Biographies
Alvin Singh | Alvin Singh has over 20 years’ experience working in Land Mobile Radio (LMR), IP networking, and IT security. He has been involved with the design and implementation of large scale P25 networks and implementing security solutions. Alvin has been involved in supporting mission critical systems and leading a dedicated team to ensure network reliability and continuity. He is also an Australian Government IRAP Assessor and holds industry recognised security certifications including CISSP and CISM. |
Andrew May | Andrew is the Managing Director of Spectrum Engineering Australia. With over 20 years in the industry, he has developed an intimate working knowledge of the regulatory environment, coordination, and licensing requirements for radio services in Australia. He leads a team of professional engineers providing licensing solutions to major carriers, government, and the private sector. Andrew holds a Bachelor of Computer Engineering and a Master of Business Administration, both from the University of Wollongong. He is accredited by the ACMA to issue Frequency Assignment and Interference Impact Certificates, and holds Approved Radio Certifier status under New Zealand’s RSM. |
Isaac O’Sullivan

Senior Engineer, Spectrum Engineering Australia | Simon is a Senior Engineer at Spectrum Engineering Australia, bringing a decade of practical, hands on experience to the team. He oversees the day to day engineering workflows and quality control, with specialist expertise in licensing satellites and their ground stations in Australia. He serves as a primary point of contact for customer support, providing direct, real time consultation and troubleshooting for clients navigating radio communications requirements. He holds a Bachelor of Systems Engineering from the Australian National University alongside active ACMA and New Zealand accreditations. |
