South Australia plays host to ARCIA’s last conference of the year
Since 2011, the National Wine Centre in Adelaide has been the chosen venue for ARCIA’s South Australian State Networking Dinner, and this year, again in conjunction with the conference, it didn’t disappoint.
Government, Emergency Service Organisations and industry gathered at the National Wine Centre for a day of expert presentations and a closing panel discussion, looking at all things radio critical communications, from LMR to drones and satellite to MCX. The closing panel looked at emerging technologies and whether these are really disruptive, or more a transition in the sector and a developing ecosystem. Exceptionally strong support from the SA community made for a fantastic day, allowing for collaboration between states and their ESO’s.
Closing the day out with a dinner, where the State Professional of the Year Award was presented to Reece Dorman of CSE, saw record attendance for an Adelaide dinner, with just over 100 registered guests, for a three-course meal and entertainment from comedian and MC for the night, Adelaide local, Jason Chong.
Paul Davis commented, ‘What a great day and night. We came back to South Australia last year with our conference, and I’m glad we did. To say that we’re getting amazing support from the community for what we’re running is an understatement. It was great to be back, and it would seem our attendees made the most of the opportunity.

SA State Professional of the Year Award 
At this year’s SA State Networking Dinner, we were thrilled to announce Reece Dorman as this year’s recipient of the SA State Professional of the Year Award.
Reece is at the heart of innovation within the radio and critical communications sector, interfacing radios, IP, telemetry and signalling across multiple vendors and technologies.
A rare talent who thrives within diverse environments and genuinely enjoys his work, Reece has had a significant impact during his years working with radio communications in South Australia.
His experience includes his time at CSE as part of the Technology Innovation Team, and prior to that, at Tetracom, where he continued to develop his knowledge and expertise across the industry.
This well-deserved award recognises an outstanding developing radio communications professional who demonstrates both talent and dedication to his craft. Reece is helping to raise the bar in terms of professionalism and contributing to the improvement of the industry as a whole.
His willingness to share knowledge, support those around him and deliver every time is a reflection of his commitment to the sector and his ongoing contribution to the radio communications industry.

We look forward to seeing Reece in a couple of weeks, where he will automatically be entered into the running for the National Outstanding Professional of the Year Award, competing against other state winners. The national award will be announced at the ARCIA Gala Dinner in Melbourne on October 14, held in conjunction with Comms Connect.

Recent telecommunications outages highlighted the importance of maintaining access to Triple Zero (000), but receiving the call is only the beginning. Emergency response depends on the ability to move critical information from the communications centre to crews in the field. Star Wars, The LEO Strikes Back – An impartial review of the satellite industry revolution currently underway

There is a revolution taking place within the Low Earth Orbit (LEO) sector of the broadband communications industry. The sector is volatile and disruptive, with implications for the terrestrial mobile networks and traditional thinking of backhaul for the carriers, for Public Safety Users and for domestic and commercial users being challenged. This sector of communications has seen exceptional growth recently, with the costs of sat comms tumbling. Saving Lives with GIS – Using GIS for situational awareness to display narrow-band locational services

Real-time GIS and situational awareness give organisations the ability to simultaneously integrate, analyse and display streaming data from applications, devices, and weather and senor data. It provides location-based analytics that automatically refine and focus real-time data to accomplish the operational outcomes with up-to-the-minute intelligence on what’s happening in the field, and across jurisdictions. Surf Life Saving New Zealand (SLSNZ) is utilising real-time GIS via an ESRI ArcGIS Enterprise System. This system is integrated with DMR, cellular and satellite location services as well as operational data from SLSNZ’s operational applications, aeronautical and maritime traffic. This case study will focus on what SLSNZ has been able to achieve in delivering a situational awareness and incident management platform for improving operational effectiveness.

Drone-in-a-Box for Emergency Services: Resilient Connectivity Beyond Terrestrial Networks

This presentation will provide a technical overview of a deployable Drone-in-a-Box (DIAB) trailer capability designed for sustained, off-grid emergency operations across NSW and broader Australia. The platform integrates dual LEO (Starlink) terminals and bonded 4G/5G connectivity to deliver resilient, high-availability communications independent of terrestrial infrastructure, supported by an industry-partnered dual-LEO high availability design (delivered in collaboration with Hypha), while retaining the ability to leverage fixed networks where available. Supporting systems include integrated Airband radio, ADS-B monitoring, and IoT-enabled devices (e.g., floodlighting) orchestrated via a centralised platform, enabling both aviation awareness and remote asset control. The session will explore business use cases and the end-to-end architecture, including power autonomy, network failover, edge integration, and interoperability with emergency service systems, alongside real-world deployment considerations for long-duration operations in remote and disaster-affected environments.

Ashwin Dinkar

Ashwin Dinkar is currently serving as Vice President of Defense & International Business at Eventide Communications, a leading US manufacturer of Mission-critical Voice, Data and AI recording solutions for Public Safety, Defense, Air Traffic Control and Oil & Gas sectors.
An Australian Radio (Communication Systems) Engineer by trade, Ashwin has over 16 years experience in running businesses connecting complex dots in International and DoD markets and delivering high-end technology solutions around the world.
Dale Stacey
Managing Director, SAT Pty Ltd
Dale Stacey has spent more than 25 years in the telecommunications industry.
He is a Chartered Engineer (IET,UK and IEAust, Australia and a member of IEEE,USA) and has an extensive range of knowledge and experience in the worldwide radio communications sector.
Dale has managed and delivered many major projects through all phases of their life cycle, from concept and strategy, through development of the business case, design, optimisation, installation, integration, test and commission, acceptance and maintenance. Dale has gained experience of such projects from a number of perspectives, including that of the supplier, vendor, buyer, user, integrator and consultant.
Dale’s previous experience includes numerous design and implementation assignments for major public utilities both worldwide and within Australia (electricity, gas, oil and water), and telecommunications carrier projects (GSM, 3G and microwave projects for Telstra, Optus, Vodafone, BT).
More recently, he has been involved in extensive coverage analysis, optimisation and drive testing of private networks, and 3G and 4G networks. He is currently working on the 5G revolution and other private network innovations in emergency services, smart city and IoT.
David Deacon
CEO and Founder, Etherstack
David Deacon founded Etherstack in Sydney in 1995 and oversaw the company’s expansion around the world including the establishment of R&D offices in New York, Yokohama and Reading (UK).
David’s original vision for Etherstack was as a specialist wireless technology licensing company providing underlying technologies for the land mobile radio and defence communications industries. As the company grew, Etherstack branched out into transceiver design, manufacturing and deployment of complete turnkey digital radio networks.
In recent years, Etherstack has developed underlying network components for 3GPP MCX networks and is currently the lead supplier of the LMR InterWorking function for the AT&T FirstNet project in the United States. The company has also been at the forefront of PTT over Satellite solutions and has deployed a P25 over Satellite solution for the Royal Canadian Mounted Police inside the Arctic Circle.
Eddie Stephanou
Regional Technical Manager AU/NZ & Pacific, Cambium Networks
Eddie Stephanou has 20 years of Australian industry experience in fixed digital microwave systems.
Eddie has worked with and alongside leaders in the microwave space both locally and abroad. He holds a Bachelor’s Degree and a Master of Engineering Degree in Telecommunications.
Grant Rieger
Manager Communication Systems, SA Ambulance Service
Grant has more than 35 years’ experience in the communications industry, beginning his career in the rail sector, held a number of roles focused on two-way radio and related communications systems.
He joined the South Australian Ambulance Service in 2015, where he has been responsible for supporting and developing critical communications that underpin emergency service operations. His current responsibilities include the South Australian Government Radio Network, Triple Zero telephony systems, dispatch communications and associated technologies that enable reliable emergency response across South Australia.
Kestrel Blackmore
General Manager, Critical Systems, SA Ambulance Service
Kestrel has extensive business analysis, software development and project delivery experience in the education, retail, finance and public sector industries over a 25+ year career.
He has been involved in the design, development and implementation of enterprise grade solutions across Australia, China, Hong Kong, New Zealand and South Africa.
Most recently Kestrel heads up the technical teams responsible for critical Triple Zero ICT systems and infrastructure at SA Ambulance ensuring the delivery of emergency and non-emergency ambulance services to the community of South Australia.
Malcolm Jones
Principal Consultant – Wireless Business, Vocus
Malcolm Jones, is one of Australia’s most experienced private wireless specialists and Principal Consultant for Private 4G and 5G Networks at Vocus.
With more than 40 years of experience delivering telecommunications and industrial technology solutions in mining, Oil & Gas, critical infrastructure, Malcolm has built a reputation for translating complex operational challenges into practical technology solutions.
Matthew Wormald
Chief Superintendent, Operational Communications, Fire and Rescue NSW
Matthew Wormald is the Chief Superintendent, Operational Communications at Fire and Rescue NSW (FRNSW), leading the delivery of the agency’s Triple Zero (000) communications capability and Strategic Operations Centre.
With more than 21 years of emergency service experience, Matthew has held leadership roles across frontline operations, specialised operations, training and emergency communications. He is responsible for the systems, people and processes that support critical incident response across New South Wales and is a strong advocate for the use of technology to improve situational awareness, decision-making and firefighter safety.
Matthew holds a Bachelor of Engineering (Electrical Engineering with Honours) from the University of Sydney and has served as a volunteer with the NSW Rural Fire Service for more than two decades.
Riley Porteous
Communications Systems Team Leader, Surf Life Saving
Riley Porteous is the Communications Systems Team Leader with Surf Life Saving NSW, specialising in operational communications, network resilience, and emerging technologies for emergency services.
Riley leads initiatives focused on integrating advanced connectivity solutions, including satellite backhaul and deployable communications platforms, into frontline operations. He is currently driving the development of innovative capabilities such as Drone-in-a-Box deployments and AI-enabled coastal surveillance systems, as well as aiding manage the Surf Life Saving NSW Coastal Radio Network (CRN), supporting improved situational awareness and response outcomes across the NSW emergency services ecosystem.
